The Gemara paraphrases a verse from the Book of Daniel (4:14), which the Gemara refers to as G-d’s angels meaning the council of angels, sages.  

On this same verse, the Gemara is Sanhedrin (38b) says as follows:

Rav Yehuda says that Rav says: At the time that the Holy One, Blessed be He, sought to create a person, He created one group of ministering angels. He said to them: If you agree, let us fashion a person in our image.

אמר רב יהודה א"ר בשעה שבקש הקב"ה לבראות את האדם ברא כת אחת של מלאכי השרת אמר להם רצונכם נעשה אדם בצלמנו אמרו לפניו רבש"ע מה מעשיו אמר להן כך וכך מעשיו

Bereishis Rabbah 8 expands on this, noting God's humility in conferring with His subordinates. The lesson for us is how important it is to consult with others, especially members of our peer group and family.

Furthermore, as we are made in the image of G-d  we might understand that the metaphoric discussion that G-d had between the angels and Himself represents the different parts of a personality. Not that G-d has parts nor does he have a personality in a human sense but in an anthropomorphic sense that is the way we understand him.  It is similar to the kabbalistic parzufim that represent different attributes of G-d. The lesson for us is that we need to listen to the different ideas, and even voices in our head, patiently and carefully, not ruling out any idea but neither acting immediately on it. Rather, we should sit with ourselves and consult with ourselves so we can come to the wisest decision.
